01 In-hand pay
Level 5 In-Hand Salary

Under the 7th Pay Commission Level 5 replaced Pay Band 1 (₹5,200–20,200) with grade pay ₹2,800. Which posts sit at this level is set by their own recruitment rules, so this page names none. The level has 40 cells, each about 3% above the one before, so there are 39 increments between entry pay and the top.
On ₹29,200, DA at 60% adds ₹17,520, HRA at the class X rate of 30% adds ₹8,760, and the transport allowance of ₹3,600 with ₹2,160 of DA on it adds ₹5,760: ₹61,240 gross. From it come ₹4,672 to NPS, ₹250 to CGHS, ₹30 to CGEGIS and no income tax, leaving ₹56,288.
Over a year the same entry pay is ₹7,34,880 gross. The employee takes ₹56,064 into NPS, ₹3,360 into CGHS and CGEGIS and pays no income tax, so ₹6,75,456 reaches the bank, while the government adds ₹78,492 to the pension account.
The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹50,488 in hand, and in a class Z town ₹47,568: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

Before 2016 the pay at this level was Pay Band 1 (₹5,200–20,200) with grade pay ₹2,800. The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.
Levels are numbered in order of pay, and levels 4 and 6 are its neighbours: Level 4 starts at ₹25,500 and Level 6 at ₹35,400.
The level below, Level 4, ends at ₹81,100, and Level 5 starts at ₹29,200: ₹51,900 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 4 gets ₹49,850 and Level 5 ₹56,288.
The level above, Level 6, starts at ₹35,400, which is -₹56,900 more than the top of Level 5 (₹92,300). A promotion from the top cell of Level 5 therefore raises basic pay by -₹56,900 at least, and entry pay at Level 6 leaves ₹66,846 in hand in Delhi against ₹1,46,613 at the top of Level 5.
Two deductions are set by the level. CGHS, the health scheme, is ₹250 a month at this level. CGEGIS, the group insurance, is ₹30 a month, the rate for Group C.
