01 Your pay slip
What Is In A Central Government Pay Slip
A central government pay slip is basic pay plus DA, HRA and transport allowance, less NPS or UPS, a few small fixed deductions and income tax. For Level 7 on entry pay in Delhi that is ₹91,070 gross and ₹83,176 in hand.
- Basic pay₹44,900

Dearness allowance (DA) is a percentage of basic pay: 60% now, so ₹26,940 on ₹44,900. House rent allowance (HRA) is a percentage of basic pay too, set by the class of your city: 30% for class X, which is ₹13,470.
Transport allowance is a fixed amount for your level and city (₹3,600 for Levels 3 to 8 in the cities on the Department of Expenditure’s list, ₹1,800 elsewhere), and DA is paid on it too: ₹3,600 plus ₹2,160.
From the gross, ₹7,184 goes to NPS (10% of basic plus DA), ₹650 to the CGHS health scheme, ₹60 to group insurance, and income tax is taken if any is due. What the government adds to your pension account is not on the slip.
02 The pay matrix
Basic Pay: Levels And Cells
Basic pay is a cell of the 7th Pay Commission pay matrix: 18 levels, each a column of cells that rise about 3% a year. Level 1 starts at ₹18,000 and Level 18 is ₹2,50,000.

Each level has its own column. Moving down a column is the yearly increment, about 3%, and a promotion moves you to a higher level, usually to the cell that is the same or the next above your pay. Level 1 has 40 cells; the top levels have only a few, and Levels 17 and 18 have one fixed pay each.
The pay matrix started on 1 January 2016, when existing pay was multiplied by 2.57 and placed at the same cell or the next one up. Level 13 was changed in 2017: it now starts at ₹1,23,100 and has 20 cells, so a table that still shows ₹1,18,500 is out of date.
If your pay is not in the pay matrix, your pay slip may be in an older pay scale. Each level page lists the old pay band and grade pay it replaced.
03 DA
Dearness Allowance, Twice A Year
DA is 60% of basic pay, in force from January 2026. It is revised twice a year, on 1 January and 1 July, and each rise is usually announced months later with the arrears.

The Cabinet approved 60% on 18 April 2026, effective January 2026, up from 58%. DA follows the average of the All-India Consumer Price Index for Industrial Workers over twelve months.
The July 2026 instalment has not been announced. The same formula, on the twelve monthly index readings from July 2025 to June 2026, gives 63.76%, and only the whole number is paid: 63%. That is arithmetic, not an announcement: the rate is what the Cabinet approves.
04 HRA by city
HRA Depends On The Class Of Your City
HRA is 30% of basic pay in a class X city, 20% in class Y and 10% in class Z, as long as DA is above 50%. The class is fixed by the Department of Expenditure’s list of cities, so you need not know it.
Class X 30% ₹13,470 on ₹44,900
Class Y 20% ₹8,980 on ₹44,900
Class Z 10% ₹4,490 on ₹44,900

The 8 X cities are Hyderabad, Delhi, Ahmedabad, Bengaluru, Mumbai, Pune, Chennai, Kolkata. The Y list has 84 more cities, from Vijayawada to Dehradun, and every town not named is class Z. Gurugram, Faridabad, Noida and Ghaziabad are paid at Delhi’s class X rates, and Panchkula and Mohali at Chandigarh’s class Y rates.
The rates were 24%, 16% and 8% when the 7th Pay Commission began. They rose to 27%, 18% and 9% once DA crossed 25%, and to 30%, 20% and 10% once it crossed 50%. HRA is never less than ₹5,400, ₹3,600 and ₹1,800 a month in the three classes.
05 What is taken
What Is Taken From Your Pay
Up to five things are taken from your pay: your pension contribution (10% of basic plus DA), CGHS, CGEGIS, professional tax where it applies, and income tax. Here that is ₹7,894 of ₹91,070.
Taken from the pay slip, a month

NPS and the Unified Pension Scheme (UPS) both take 10% of basic plus DA from you: ₹7,184 here. So the choice between them does not change your in-hand pay. It changes what the government adds and the pension you get. Under NPS the government adds 14%; under UPS 10% to your account and 8.5% to a pool. Staff on the old pension pay a GPF subscription they choose instead.
CGHS is ₹250 to ₹1,000 a month by pay level and CGEGIS ₹30 to ₹120 by group, so they matter little. Professional tax is taken where the state levies it, if your office deducts it. Income tax is worked out on a year of this month’s pay.
06 Income tax
Which Levels Pay Income Tax
In the new tax regime, entry pay pays no income tax until Level 9. Up to taxable income of ₹12,00,000 a year the rebate cancels the tax; above it, tax starts.

The figures are for a class X city, in the new regime, which most employees are better off in. The tax is worked out on a year of this month’s pay, less the ₹75,000 standard deduction, and a twelfth of it is taken each month. The rebate makes tax zero up to ₹12,00,000 of taxable income, with marginal relief just above.
A Level 7 employee, for example, pays no income tax until basic pay reaches ₹53,600 (cell 7), in a class X city.
Your real tax depends on your whole year, arrears of DA and any other income. DA arrears are taxed in the year you receive them. The old regime lets you subtract HRA exemption on rent, 80C savings and your own pension contribution; open More options to try it.

08 Questions
Questions About Government Salary
How is the in-hand salary of a central government employee calculated?
Add basic pay, DA (60% of basic), HRA (30%, 20% or 10% by city class) and transport allowance with DA on it. Then take away NPS or UPS (10% of basic plus DA), CGHS, CGEGIS, professional tax and income tax. Level 7 on ₹44,900 in Delhi gets ₹83,176 a month in hand.
What is the in-hand salary of Level 1 under the 7th Pay Commission?
On the entry pay of ₹18,000 in a class Z town it is about ₹28,880 a month, after NPS and the other deductions, with no income tax. Gross pay is ₹32,040.
What is the current DA for central government employees?
60% of basic pay, from January 2026. The Cabinet approved it on 18 April 2026. The next instalment, due from July 2026, has not been announced.
What will DA be from July 2026?
It has not been announced. The index formula points to 63%. At that rate a Level 7 employee on entry pay would get about ₹1,320 more in hand a month, plus arrears from July. Treat it as an estimate until the Cabinet decides.
How much is HRA for central government employees?
30% of basic pay in a class X city, 20% in class Y and 10% in class Z, while DA is above 50%. It is never less than ₹5,400, ₹3,600 or ₹1,800 a month.
Which cities are X, Y and Z for HRA?
Class X is Hyderabad, Delhi, Ahmedabad, Bengaluru, Mumbai, Pune, Chennai, Kolkata. 84 more cities, from Vijayawada to Dehradun, are class Y, and every other town is class Z. Pick your city in the calculator and it finds the class.
Do central government employees pay income tax?
Yes, once taxable income is above ₹12,00,000 a year in the new regime. At entry pay in a class X city that starts at Level 9. Below that, the rebate makes tax zero.
Does NPS or UPS change my in-hand salary?
No. Both take 10% of basic pay plus DA from you. UPS changes what the government adds (10% to your account and 8.5% to a pool, against 14% for NPS) and the pension you get, not the amount taken from your pay.
What is transport allowance for central government employees?
A fixed amount by level and city: ₹7,200 for Level 9 and above, ₹3,600 for Levels 3 to 8 and ₹1,350 for Levels 1 and 2 in the 19 listed cities, and half that elsewhere. DA is paid on top.
Is this the 8th Pay Commission salary?
No. This is pay under the 7th Pay Commission, as paid today. The 8th Pay Commission has made no recommendation yet, so no pay scale or fitment factor exists.
Does this calculator work for state government employees?
No. It is for central government civilian employees on the 7th CPC pay matrix. State governments set their own pay, DA and HRA. Defence personnel have extra levels and Military Service Pay, which are not included.
