Your pension scheme NPS (the National Pension System) and UPS (the Unified Pension Scheme) both take 10% of basic pay plus DA from you, so your in-hand pay is the same. Staff who joined before 2004 are on the old pension and pay a GPF subscription instead. If you are not sure, you are on NPS: it is where staff who joined from 2004 are, unless they chose UPS.

01 In-hand pay

Level 8 In-Hand Salary

Level 8 pays ₹47,600 to ₹1,51,100 a month in basic pay, across 40 cells. In hand, in Delhi, that is ₹87,874 at entry pay and ₹2,14,945 at the top.

Class Y town ₹80,234
Class Z town ₹75,474
Level 8 at entry pay, ₹47,600 basic. DA 60%, HRA 30%, 20% and 10% by class.

Under the 7th Pay Commission Level 8 replaced Pay Band 2 (₹9,300–34,800) with grade pay ₹4,800. Posts that sit here include Section Officer and Assistant Audit Officer. The level has 40 cells, each about 3% above the one before, so there are 39 increments between entry pay and the top.

On ₹47,600, DA at 60% adds ₹28,560, HRA at the class X rate of 30% adds ₹14,280, and the transport allowance of ₹3,600 with ₹2,160 of DA on it adds ₹5,760: ₹96,200 gross. From it come ₹7,616 to NPS, ₹650 to CGHS, ₹60 to CGEGIS and no income tax, leaving ₹87,874.

Over a year the same entry pay is ₹11,54,400 gross. The employee takes ₹91,392 into NPS, ₹8,520 into CGHS and CGEGIS and pays no income tax, so ₹10,54,488 reaches the bank, while the government adds ₹1,27,944 to the pension account.

The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹80,234 in hand, and in a class Z town ₹75,474: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

Before 2016 the pay at this level was Pay Band 2 (₹9,300–34,800) with grade pay ₹4,800. The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.

Levels are numbered in order of pay, and levels 7 and 9 are its neighbours: Level 7 starts at ₹44,900 and Level 9 at ₹53,100.

The level below, Level 7, ends at ₹1,42,400, and Level 8 starts at ₹47,600: ₹94,800 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 7 gets ₹83,176 and Level 8 ₹87,874.

The level above, Level 9, starts at ₹53,100, which is -₹98,000 more than the top of Level 8 (₹1,51,100). A promotion from the top cell of Level 8 therefore raises basic pay by -₹98,000 at least, and entry pay at Level 9 leaves ₹97,043 in hand in Delhi against ₹2,14,945 at the top of Level 8.

Two deductions are set by the level. CGHS, the health scheme, is ₹650 a month at this level. CGEGIS, the group insurance, is ₹60 a month, the rate for Group B.
