The matrix replaced the old pay bands and grade pay from 1 January 2016. Each column is a level and each row a cell: the pay for each yearly step. The Government published it as Part A of the Schedule to the Central Civil Services (Revised Pay) Rules, 2016, on 25 July 2016.

Level 13 was replaced in 2017. The Central Civil Services (Revised Pay) (Amendment) Rules, 2017 changed it to start at ₹1,23,100 and end at ₹2,15,900 over 20 cells, effective 1 January 2016, so the ₹1,18,500 start in the 2016 gazette is void. Many copies of the table online still show it.

Level 13A sits between 13 and 14 and is in the matrix below. Levels 15 and above have only a few cells, and Levels 17 and 18 have one fixed pay each. Use the table to find your cell, then see what you are paid at that cell on the government salary calculator.

02 Increments

How The Yearly Increment Works

An increment moves you one cell down your level’s column, about 3% more: at Level 7, ₹44,900 becomes ₹46,200. It falls on 1 January or 1 July, by the date you joined or were promoted.

Level 7, the cells ahead

Now ₹44,900
After 1 ₹46,200
After 2 ₹47,600
After 3 ₹49,000
After 4 ₹50,500
After 5 ₹52,000
After 6 ₹53,600
Each step is one cell down the column, about 3%. Level 7 has 40 cells.

Rule 9 of the revised pay rules says the increment is the next cell in the vertical column of the level. Rule 10 gives two increment dates, 1 January and 1 July, and an employee gets one increment a year: on 1 January if appointed or promoted between 2 January and 1 July, and on 1 July if between 2 July and 1 January.

Cells are about 3% apart, rounded to the nearest ₹100. Level 7 has 40 cells, so from entry pay there are 39 increments to the top, after which only a promotion raises basic pay.

03 Fitment factor

The 7th Pay Commission Fitment Factor

In 2016 existing basic pay was multiplied by the fitment factor of 2.57 and placed at the same cell of the matrix or the next higher one. The gazette’s own example: ₹12,560 × 2.57 = ₹32,279, so Level 4 pay of ₹32,300.

  1. Existing basic pay₹12,560
  2. × the fitment factor 2.5732279.20Rounded to the nearest rupee: ₹32,279
  3. Placed at the next higher cell of Level 4₹32,300
The example printed in the revised pay rules, 2016.
Read the full explanation

Rule 7 says the pay in the level is “the pay obtained by multiplying the existing basic pay by a factor of 2.57, rounded off to the nearest rupee”, located in the level; if no cell is equal, the next higher cell is the pay. A person whose multiplied pay fell below the first cell was fixed at the first cell.

The 2.57 was not a 157% raise. DA stood at 125% on 1 January 2016 and was folded into the new pay, which restarted DA at zero, so against basic plus that DA it was a rise of 14%. The 8th Pay Commission calculator uses the same arithmetic on today’s 60% DA, as projection math.

04 Promotion

Pay On Promotion

On promotion you first get one increment in the level you leave, then you are placed at the equal or next higher cell of the new level. The gazette’s example: Level 4 pay of ₹28,700 becomes ₹29,600, then ₹30,100 in Level 5.

  1. Level 4 basic pay₹28,700
  2. One increment in Level 4₹29,600
  3. Equal or next higher cell of Level 5₹30,100
The example printed in the revised pay rules, 2016 (rule 13).
Read the full explanation

This is rule 13 of the revised pay rules. At ₹44,900 in Level 7, a promotion to Level 8 gives ₹47,600: the increment first (₹46,200), then the equal or next higher cell. The pay-matrix tool above does the same for your level and basic pay.

Rule 13 does not say what happens at the top cell of a level, where there is no increment in the matrix, so the tool gives no answer there. Ask your accounts office for that case.

06 Questions

Questions About The 7th Pay Commission

What is the 7th Pay Commission pay matrix?

A table of 18 pay levels and their cells, which replaced pay bands and grade pay from 1 January 2016. Your basic pay is the cell you are in. Level 1 starts at ₹18,000 and Level 18 is ₹2,50,000.

What is the fitment factor in the 7th Pay Commission?

2.57. Existing basic pay was multiplied by it and placed at the same cell of the matrix or the next higher one. The gazette’s example: ₹12,560 × 2.57 = ₹32,279, so ₹32,300 in Level 4.

When was the 7th Pay Commission implemented?

The revised pay structure applies from 1 January 2016. The Government notified the pay rules on 25 July 2016, and the arrears were paid in the financial year 2016-17.

What is the minimum basic pay under the 7th Pay Commission?

₹18,000, the first cell of Level 1. The highest is ₹2,50,000, the single pay of Level 18 (the Cabinet Secretary).

How many cells does each level have?

Levels 1 to 10 have 40; Level 11 has 39, Level 12 34, Level 13 20, 13A 18, Level 14 15, Level 15 8 and Level 16 4. Levels 17 and 18 have one each.

Why does Level 13 start at ₹1,23,100 and not ₹1,18,500?

The 2016 gazette had ₹1,18,500, but an amendment of 15 June 2017 replaced Level 13 with a version that starts at ₹1,23,100, effective 1 January 2016. The earlier Level 13 is treated as never having existed.

How is the next increment worked out?

You move one cell down your level. At Level 7, ₹44,900 goes to ₹46,200. Increments fall on 1 January if you were appointed or promoted between 2 January and 1 July, and on 1 July if between 2 July and 1 January.

How is pay fixed on promotion?

You get one increment in your current level, then you are placed at the equal or next higher cell of the new level. From ₹44,900 in Level 7 to Level 8 that gives ₹47,600.

What is my in-hand salary at my level?

It depends on your cell, city and pension scheme, because DA is 60% of basic and HRA and transport allowance vary. The central government salary calculator works it out, and each level page lists it for every cell.

Is the pay matrix the same for the 8th Pay Commission?

No. The 8th Pay Commission will recommend its own pay scales and has made no recommendation yet. This page is the 7th Pay Commission matrix, which is what is paid now.
