Your pension scheme NPS (the National Pension System) and UPS (the Unified Pension Scheme) both take 10% of basic pay plus DA from you, so your in-hand pay is the same. Staff who joined before 2004 are on the old pension and pay a GPF subscription instead. If you are not sure, you are on NPS: it is where staff who joined from 2004 are, unless they chose UPS.

01 In-hand pay

Level 13 In-Hand Salary

Level 13 pays ₹1,23,100 to ₹2,15,900 a month in basic pay, across 20 cells. In hand, in Delhi, that is ₹1,86,376 at entry pay and ₹2,92,836 at the top.

Under the 7th Pay Commission Level 13 replaced Pay Band 4 (₹37,400–67,000) with grade pay ₹8,700. Which posts sit at this level is set by their own recruitment rules, so this page names none. The level has 20 cells, each about 3% above the one before, so there are 19 increments between entry pay and the top.

On ₹1,23,100, DA at 60% adds ₹73,860, HRA at the class X rate of 30% adds ₹36,930, and the transport allowance of ₹7,200 with ₹4,320 of DA on it adds ₹11,520: ₹2,45,410 gross. From it come ₹19,696 to NPS, ₹1,000 to CGHS, ₹120 to CGEGIS and ₹38,218 of income tax, leaving ₹1,86,376.

Over a year the same entry pay is ₹29,44,920 gross. The employee takes ₹2,36,352 into NPS, ₹13,440 into CGHS and CGEGIS and pays ₹4,58,616 of income tax, so ₹22,36,512 reaches the bank, while the government adds ₹3,30,888 to the pension account.

The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹1,73,944 in hand, and in a class Z town ₹1,65,475: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

What Level 13 Replaced

Level 13 replaced Pay Band 4 (₹37,400–67,000) with grade pay ₹8,700. CGHS is ₹1,000 a month at this level and CGEGIS ₹120.

Before 2016 the pay at this level was Pay Band 4 (₹37,400–67,000) with grade pay ₹8,700. The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.

Level 13 was changed in 2017. The first version, in the 2016 gazette, started at ₹1,18,500 over twenty-one cells. The Central Civil Services (Revised Pay) (Amendment) Rules, 2017 replaced it, effective 1 January 2016, with a version that starts at ₹1,23,100 and ends at ₹2,15,900 over 20 cells. This page uses the version in force. Level 13A, which follows it, starts at ₹1,31,100.

The level below, Level 12, ends at ₹2,09,200, and Level 13 starts at ₹1,23,100: ₹86,100 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 12 gets ₹1,32,607 and Level 13 ₹1,86,376.

The level above, Level 14, starts at ₹1,44,200, which is -₹71,700 more than the top of Level 13 (₹2,15,900). A promotion from the top cell of Level 13 therefore raises basic pay by -₹71,700 at least, and entry pay at Level 14 leaves ₹2,10,582 in hand in Delhi against ₹2,92,836 at the top of Level 13.

Two deductions are set by the level. CGHS, the health scheme, is ₹1,000 a month at this level. CGEGIS, the group insurance, is ₹120 a month, the rate for Group A.

The rebate makes tax zero up to ₹12,00,000 of taxable income, with marginal relief just above it. DA arrears and any other income are taxed in the year you receive them, so your own year may differ.
