Your pension scheme NPS (the National Pension System) and UPS (the Unified Pension Scheme) both take 10% of basic pay plus DA from you, so your in-hand pay is the same. Staff who joined before 2004 are on the old pension and pay a GPF subscription instead. If you are not sure, you are on NPS: it is where staff who joined from 2004 are, unless they chose UPS.

Under the 7th Pay Commission Level 14 replaced Pay Band 4 (₹37,400–67,000) with grade pay ₹10,000. Posts that sit here include Joint Secretary to the Government of India. The level has 15 cells, each about 3% above the one before, so there are 14 increments between entry pay and the top.

On ₹1,44,200, DA at 60% adds ₹86,520, HRA at the class X rate of 30% adds ₹43,260, and the transport allowance of ₹7,200 with ₹4,320 of DA on it adds ₹11,520: ₹2,85,500 gross. From it come ₹23,072 to NPS, ₹1,000 to CGHS, ₹120 to CGEGIS and ₹50,726 of income tax, leaving ₹2,10,582.

Over a year the same entry pay is ₹34,26,000 gross. The employee takes ₹2,76,864 into NPS, ₹13,440 into CGHS and CGEGIS and pays ₹6,08,712 of income tax, so ₹25,26,984 reaches the bank, while the government adds ₹3,87,612 to the pension account.

The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹1,96,698 in hand, and in a class Z town ₹1,86,777: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

02 The level

What Level 14 Replaced

Level 14 replaced Pay Band 4 (₹37,400–67,000) with grade pay ₹10,000. Posts here include Joint Secretary to the Government of India. CGHS is ₹1,000 a month and CGEGIS ₹120.

Before 2016 the pay at this level was Pay Band 4 (₹37,400–67,000) with grade pay ₹10,000. The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.

Level 14 follows Levels 13 and 13A. Level 13A is a sub-level that starts at ₹1,31,100 and has 18 cells; this page is for Level 14 itself.

The level below, Level 13, ends at ₹2,15,900, and Level 14 starts at ₹1,44,200: ₹71,700 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 13 gets ₹1,86,376 and Level 14 ₹2,10,582.

The level above, Level 15, starts at ₹1,82,200, which is -₹36,000 more than the top of Level 14 (₹2,18,200). A promotion from the top cell of Level 14 therefore raises basic pay by -₹36,000 at least, and entry pay at Level 15 leaves ₹2,54,175 in hand in Delhi against ₹2,93,157 at the top of Level 14.

Two deductions are set by the level. CGHS, the health scheme, is ₹1,000 a month at this level. CGEGIS, the group insurance, is ₹120 a month, the rate for Group A.
