Under the 7th Pay Commission Level 15 replaced Higher Administrative Grade scale (₹67,000–79,000). Posts that sit here include Additional Secretary to the Government of India. The level has 8 cells, each about 3% above the one before, so there are 7 increments between entry pay and the top.
On ₹1,82,200, DA at 60% adds ₹1,09,320, HRA at the class X rate of 30% adds ₹54,660, and the transport allowance of ₹7,200 with ₹4,320 of DA on it adds ₹11,520: ₹3,57,700 gross. From it come ₹29,152 to NPS, ₹1,000 to CGHS, ₹120 to CGEGIS and ₹73,253 of income tax, leaving ₹2,54,175.
Over a year the same entry pay is ₹42,92,400 gross. The employee takes ₹3,49,824 into NPS, ₹13,440 into CGHS and CGEGIS and pays ₹8,79,036 of income tax, so ₹30,50,100 reaches the bank, while the government adds ₹4,89,756 to the pension account.
The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹2,37,677 in hand, and in a class Z town ₹2,25,142: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

Before 2016 the pay at this level was Higher Administrative Grade scale (₹67,000–79,000). The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.
Levels are numbered in order of pay, and levels 14 and 16 are its neighbours: Level 14 starts at ₹1,44,200 and Level 16 at ₹2,05,400.
The level below, Level 14, ends at ₹2,18,200, and Level 15 starts at ₹1,82,200: ₹36,000 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 14 gets ₹2,10,582 and Level 15 ₹2,54,175.
The level above, Level 16, starts at ₹2,05,400, which is -₹18,700 more than the top of Level 15 (₹2,24,100). A promotion from the top cell of Level 15 therefore raises basic pay by -₹18,700 at least, and entry pay at Level 16 leaves ₹2,80,791 in hand in Delhi against ₹2,92,434 at the top of Level 15.
Two deductions are set by the level. CGHS, the health scheme, is ₹1,000 a month at this level. CGEGIS, the group insurance, is ₹120 a month, the rate for Group A.
