Level 16 In-Hand Salary
Level 16 pays ₹2,05,400 to ₹2,24,400 a month in basic pay, across 4 cells. In hand, in Delhi, that is ₹2,80,791 at entry pay and ₹2,92,761 at the top.

Under the 7th Pay Commission Level 16 replaced Higher Administrative Grade Plus scale (₹75,500–80,000). Which posts sit at this level is set by their own recruitment rules, so this page names none. The level has 4 cells, each about 3% above the one before, so there are 3 increments between entry pay and the top.
On ₹2,05,400, DA at 60% adds ₹1,23,240, HRA at the class X rate of 30% adds ₹61,620, and the transport allowance of ₹7,200 with ₹4,320 of DA on it adds ₹11,520: ₹4,01,780 gross. From it come ₹32,864 to NPS, ₹1,000 to CGHS, ₹120 to CGEGIS and ₹87,005 of income tax, leaving ₹2,80,791.
Over a year the same entry pay is ₹48,21,360 gross. The employee takes ₹3,94,368 into NPS, ₹13,440 into CGHS and CGEGIS and pays ₹10,44,060 of income tax, so ₹33,69,492 reaches the bank, while the government adds ₹5,52,120 to the pension account.
The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹2,62,696 in hand, and in a class Z town ₹2,48,564: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

Before 2016 the pay at this level was Higher Administrative Grade Plus scale (₹75,500–80,000). The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.
Levels are numbered in order of pay, and levels 15 and 17 are its neighbours: Level 15 starts at ₹1,82,200 and Level 17 at ₹2,25,000.
The level below, Level 15, ends at ₹2,24,100, and Level 16 starts at ₹2,05,400: ₹18,700 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 15 gets ₹2,54,175 and Level 16 ₹2,80,791.
The level above, Level 17, starts at ₹2,25,000, which is ₹600 more than the top of Level 16 (₹2,24,400). A promotion from the top cell of Level 16 therefore raises basic pay by ₹600 at least, and entry pay at Level 17 leaves ₹2,93,413 in hand in Delhi against ₹2,92,761 at the top of Level 16.
Two deductions are set by the level. CGHS, the health scheme, is ₹1,000 a month at this level. CGEGIS, the group insurance, is ₹120 a month, the rate for Group A.
