Your pension scheme NPS (the National Pension System) and UPS (the Unified Pension Scheme) both take 10% of basic pay plus DA from you, so your in-hand pay is the same. Staff who joined before 2004 are on the old pension and pay a GPF subscription instead. If you are not sure, you are on NPS: it is where staff who joined from 2004 are, unless they chose UPS.

01 In-hand pay

Level 12 In-Hand Salary

Level 12 pays ₹78,800 to ₹2,09,200 a month in basic pay, across 34 cells. In hand, in Delhi, that is ₹1,32,607 at entry pay and ₹2,85,150 at the top.

Under the 7th Pay Commission Level 12 replaced Pay Band 3 (₹15,600–39,100) with grade pay ₹7,600. Which posts sit at this level is set by their own recruitment rules, so this page names none. The level has 34 cells, each about 3% above the one before, so there are 33 increments between entry pay and the top.

On ₹78,800, DA at 60% adds ₹47,280, HRA at the class X rate of 30% adds ₹23,640, and the transport allowance of ₹7,200 with ₹4,320 of DA on it adds ₹11,520: ₹1,61,240 gross. From it come ₹12,608 to NPS, ₹1,000 to CGHS, ₹120 to CGEGIS and ₹14,905 of income tax, leaving ₹1,32,607.

Over a year the same entry pay is ₹19,34,880 gross. The employee takes ₹1,51,296 into NPS, ₹13,440 into CGHS and CGEGIS and pays ₹1,78,860 of income tax, so ₹15,91,284 reaches the bank, while the government adds ₹2,11,812 to the pension account.

The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹1,21,804 in hand, and in a class Z town ₹1,15,564: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

What Level 12 Replaced

Level 12 replaced Pay Band 3 (₹15,600–39,100) with grade pay ₹7,600. CGHS is ₹1,000 a month at this level and CGEGIS ₹120.

Before 2016 the pay at this level was Pay Band 3 (₹15,600–39,100) with grade pay ₹7,600. The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.

Levels are numbered in order of pay, and levels 11 and 13 are its neighbours: Level 11 starts at ₹67,700 and Level 13 at ₹1,23,100.

The level below, Level 11, ends at ₹2,08,700, and Level 12 starts at ₹78,800: ₹1,29,900 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 11 gets ₹1,18,030 and Level 12 ₹1,32,607.

The level above, Level 13, starts at ₹1,23,100, which is -₹86,100 more than the top of Level 12 (₹2,09,200). A promotion from the top cell of Level 12 therefore raises basic pay by -₹86,100 at least, and entry pay at Level 13 leaves ₹1,86,376 in hand in Delhi against ₹2,85,150 at the top of Level 12.

Two deductions are set by the level. CGHS, the health scheme, is ₹1,000 a month at this level. CGEGIS, the group insurance, is ₹120 a month, the rate for Group A.
