Your pension scheme NPS (the National Pension System) and UPS (the Unified Pension Scheme) both take 10% of basic pay plus DA from you, so your in-hand pay is the same. Staff who joined before 2004 are on the old pension and pay a GPF subscription instead. If you are not sure, you are on NPS: it is where staff who joined from 2004 are, unless they chose UPS.

01 In-hand pay

Level 10 In-Hand Salary

Level 10 pays ₹56,100 to ₹1,77,500 a month in basic pay, across 40 cells. In hand, in Delhi, that is ₹1,01,314 at entry pay and ₹2,49,134 at the top.

Under the 7th Pay Commission Level 10 replaced Pay Band 3 (₹15,600–39,100) with grade pay ₹5,400. Posts that sit here include Entry into Group A: IAS, IPS, IRS, Assistant Commandant. The level has 40 cells, each about 3% above the one before, so there are 39 increments between entry pay and the top.

On ₹56,100, DA at 60% adds ₹33,660, HRA at the class X rate of 30% adds ₹16,830, and the transport allowance of ₹7,200 with ₹4,320 of DA on it adds ₹11,520: ₹1,18,110 gross. From it come ₹8,976 to NPS, ₹650 to CGHS, ₹120 to CGEGIS and ₹7,050 of income tax, leaving ₹1,01,314.

Over a year the same entry pay is ₹14,17,320 gross. The employee takes ₹1,07,712 into NPS, ₹9,240 into CGHS and CGEGIS and pays ₹84,600 of income tax, so ₹12,15,768 reaches the bank, while the government adds ₹1,50,792 to the pension account.

The figures assume a class X city with the higher transport allowance (Delhi), the new tax regime and NPS. In a class Y town without the higher allowance the same entry pay gives ₹96,484 in hand, and in a class Z town ₹91,384: the difference is HRA at 20% and 10% against 30%, and the lower transport allowance.

02 The level

What Level 10 Replaced

Level 10 replaced Pay Band 3 (₹15,600–39,100) with grade pay ₹5,400. Posts here include Entry into Group A: IAS, IPS, IRS, Assistant Commandant. CGHS is ₹650 a month and CGEGIS ₹120.

Before 2016 the pay at this level was Pay Band 3 (₹15,600–39,100) with grade pay ₹5,400. The pay matrix replaced pay bands and grade pay from 1 January 2016, and the level is the post’s place in it: a higher level is not a better title but a different pay column.

Levels are numbered in order of pay, and levels 9 and 11 are its neighbours: Level 9 starts at ₹53,100 and Level 11 at ₹67,700.

The level below, Level 9, ends at ₹1,67,800, and Level 10 starts at ₹56,100: ₹1,11,700 below the top of that level, so the two columns overlap. In hand at entry pay in Delhi, Level 9 gets ₹97,043 and Level 10 ₹1,01,314.

The level above, Level 11, starts at ₹67,700, which is -₹1,09,800 more than the top of Level 10 (₹1,77,500). A promotion from the top cell of Level 10 therefore raises basic pay by -₹1,09,800 at least, and entry pay at Level 11 leaves ₹1,18,030 in hand in Delhi against ₹2,49,134 at the top of Level 10.

Two deductions are set by the level. CGHS, the health scheme, is ₹650 a month at this level. CGEGIS, the group insurance, is ₹120 a month, the rate for Group A.
